Gambling Harm Prevention and Mitigation Fund - Grants Program

The Gambling Harm Prevention and Mitigation Fund (the Fund) was established under the Gaming Machine Act 2004 in 2010 to support projects, events and research for the purpose of preventing and reducing gambling harm.

The Fund is sourced from a 0.75 percent levy on gaming machine licensees’ Gross Gaming Machine Revenue, a 0.4 percent contribution from each club’s net revenue, as well as contributions from Tabcorp, Casino Canberra Limited and The Lottery Corporation.

Expenditure from the Fund is overseen by the ACT Gambling and Racing Commission (the Commission) in accordance with the Gaming Machine Act 2004.

The Fund has been established to assist in:

  1. Alleviating gambling harm
  2. Alleviating the disadvantages that arise from gambling harm
  3. Providing or ascertaining information about gambling harm.

It is intended to cover a range of activities and programs such as funding support services, gambling harm awareness training programs for gambling industry and community sector workers, gambling research, and gambling harm awareness campaigns and events.

These activities should benefit the ACT community and be consistent with the objectives of the Commission’s Strategy for gambling harm prevention in the ACT: A public health approach 2019-2024 (PDF 449KB).

Applying for a Grant involves a 2-stage process:

Stage 1 - will be an initial expression of interest (EOI) whereby applicants can pitch a project or research idea.

Stage 2 - Shortlisted applicants from the EOI process will be invited to submit a full application for further assessment.

Applications for funding can be submitted by entities wishing to undertake activities consistent with the scope of the Fund.

These entities may include:

  • Health, community and support services
  • Not-for-profit organisations, including sporting, social or recreational associations
  • ACT clubs and club groups
  • ACT club industry peak body representatives or representative groups
  • Australian State and Territory Government organisations or public health organisations
  • Research organisations
  • Individuals or sole traders.

Note: To be eligible to apply for the Grants Program applicants must be an incorporated legal entity or be auspiced by an incorporated legal entity if they are an unincorporated organisation. For more information, please refer to the funding guidelines.

Consideration of applications will be guided by the following principles:

  • Projects should be actionable in the ACT
  • Proposals must be consistent with the Commission’s Strategy for gambling harm prevention in the ACT: A public health approach
  • Research proposals should not duplicate other research, but consideration will be given to proposals which usefully build upon other completed projects
  • The Commission encourages applications from organisations and people seeking appropriate funding for small, medium and larger harm prevention projects, as well as research in our community.
